Usually, the ICC announces the World Cup schedule at least a year in advance, but the BCCI is also waiting for the necessary approval from the Indian government. These include getting tax exemption and visa clearance for the Pakistan team. India and Pakistan have not played a bilateral series since 2012–13. Since then the two teams have only played against each other in ICC competitions or in Asian Cricket Council tournaments.

At the ICC's quarterly meetings last weekend in Dubai, the BCCI had assured the ICC that the Pakistan team's visas would be cleared by the Indian government.
